26. Australian Government grants for capital expenditure for non-government schools are provided under the Non-Government Component of the Capital Grants Program. In this quadrennium (2014 - 2018) there is one major program that the NT BGA will administer;
a) the General Element;
b) and other programs as directed by the Australian Government from time to time.
The programs operate under the published Quadrennial Administrative Guidelines and Administrative arrangements.


27. Australian Government Capital Grants are supplementary to funds provided by the Territory Government and school authorities which have the primary responsibility for providing, maintaining and upgrading school facilities. The Australian Government seeks to improve educational outcomes by assisting in the provision of school facilities.

This website has been designed to guide those concerned with the administration of procedures relating to the assessment and management of applications for Australian Government Capital Grants.

4. It will also guide school administrations in the preparation of applications for funding assistance from the Australian Government Capital Grants Program (CGP). It may therefore be of interest to School Boards, the Association of Independent Schools, the Northern Territory Christian Schools Association and the Catholic Education Council of the Northern Territory. In administering funding on behalf of the Australian Government, NT BGA is required to interpret and follow the requirements of:

a) The Australian Education Act 2013

b) The Australian Education Regulation 2013

c) The Guide to the Australian Education Act 2013, and

d) The Australian Government Capital Grants Program Guidelines for Non-Government Schools Operating Manual 2018.

5. The aim of the Australian Government is to ensure that the objectives of the CGP are met, funding is allocated efficiently and all accountability requirements are met. In light of these Administrative Arrangements, NT BGA assessment and reporting procedures are designed to ensure that the accountability for both the NT BGA and participating schools is maintained at the highest level. This document is intended to provide information and practical assistance to participating schools and professional consultants during the development of grant applications for a capital works project. It also describes NT BGA requirements for ongoing management of grants and accountability requirements for schools.
